I was thinking of a 10 cent a square foot fee that would be used to buy land for parks and agriculture projects. Goal is to partially buy out the open land as a city.
1 acre would be around a 4300 dollar surcharge.

There could be exemptions for stuff like affordable housing where the surcharge might be 2 cents a square foot.
